President restructures the Government’s administrative framework

President Dr Mohamed Muizzu has restructured the Government’s administrative framework. The changes, formalised throught Directive No. 7/2026 issued by the President’s Office, include the dissolution of several ministries, the establishment of a new ministry, the renaming of existing ministries, and the reallocation of oversight for a number of agencies.
As part of the restructuring, the Ministry of Climate Change, Environment and Energy has been established.
The following ministries have been dissolved: the Ministry of Social and Family Development; the Ministry of Transport and Civil Aviation; the Ministry of Higher Education, Labour and Skills Development; the Ministry of Youth Empowerment, Information and Arts; Ministry of Cities, Local Government and Public Works and the Ministry of Agriculture and Animal Welfare.
Additionally, the names of several ministries have also been revised as follows:
1. Ministry of Homeland Security and Technology has been renamed Ministry of Homeland Security, Labour and Technology
2. Ministry of Finance and Planning has been renamed Ministry of Finance and Public Enterprises
3. Ministry of Education has been renamed Ministry of Education, Higher Education and Skills Development
4. Ministry of Health has been renamed Ministry of Health, Family and Welfare
5. Ministry of Economic Development and Trade has been renamed Ministry of Economic Development, Transport and Trade
6. Ministry of Islamic Affairs has been renamed Ministry of Islamic Affairs and Endowments
7. Ministry of Tourism and Environment has been renamed Ministry of Tourism and Civil Aviation
8. Ministry of Sports, Fitness and Recreation has been renamed Ministry of Youth Empowerment, Sports and Fitness
9. Ministry of Dhivehi Language, Culture and Heritage has been renamed Ministry of Arts, Culture and Heritage
10. Ministry of Construction, Housing and Infrastructure has been renamed Ministry of Infrastructure, Housing and Urban Development
11. Ministry of Fisheries and Ocean Resources has been renamed to Ministry of Fisheries, Agriculture and Ocean Resources
The following changes have been made to the oversight of Government agencies:
1. The National Careers Service (NCS), previously under the Ministry of Higher Education, Labour and Skills Development, has been transferred to the Ministry of Homeland Security, Labour and Technology.
2. The Maldives Qualifications Authority (MQA), the Maldives National Skills Development Authority (MNSDA), and the Maldives Polytechnic, previously under the Ministry of Higher Education, Labour and Skills Development, have been transferred to the Ministry of Education, Higher Education and Skills Development.
3. The National Social Protection Agency (NSPA), family and children’s service centres and shelters, the Villingili Social Service Centre, senior citizens’ centres (Isravvehinge Naadhee), and the Child and Family Protection Service, along with shelters operating under its mandate, have been transferred from the Ministry of Social and Family Development to the Ministry of Health, Family and Welfare.
4. The Maldives Transportation Safety Board (MTSB), previously under the Ministry of Transport and Civil Aviation, has been transferred to the Ministry of Tourism and Civil Aviation.
5. The National Bureau of Classification (NBC), the National Library, the National Archives, and the National Centre for the Arts, including the National Art Gallery, have been transferred from the Ministry of Youth Empowerment, Information and Arts to the Ministry of Arts, Culture and Heritage.
6. The Environmental Protection Agency (EPA), the Utility Regulatory Authority (URA), the Maldives Meteorological Service, and the Baa Atoll Biosphere Reserve Office have been transferred from the Ministry of Tourism and Environment to the Ministry of Climate Change, Environment and Energy.
