Minister Adam Shareef Calls for Greater Use of Action Research to Improve Educational Outcomes

Minister of Cities, Local Government and Public Works, Adam Shareef Omar, has called for increased implementation of action research in classrooms to enhance educational outcomes. The Minister made the remarks while addressing the 2023–2024 Awards Ceremony of Baa Atoll Education Center as the chief guest.
Citing frequent reports from the Ministry of Education highlighting the need for improved academic performance, Adam Shareef urged educators and administrators to take the matter seriously. He posed critical questions to the audience, encouraging reflection on changes in student experiences, effort levels, and the availability of new learning opportunities.
"Are students experiencing things they haven’t before? Are there emerging obstacles to learning? These are questions we must consider carefully," he stated.
Emphasizing that teachers are the most decisive factor in student learning, the Minister said classrooms should be designed so that student activities and engagement surpass those of teachers. He urged educators to evaluate whether they are still relying on traditional methods or adopting innovative techniques, and to assess the extent of their integration of technology and ICT in teaching.
"Are teachers still using the same methods they used before in teaching? To what extent are they utilizing technology? How much effort is being made to address challenges students face?" he asked.
Adam Shareef stressed that sustainable improvement in education can only be achieved through greater adoption of action research—where teachers analyze, evaluate, and adapt their methods based on observations and data from their classrooms. He appealed to educators to incorporate this practice more actively to address learning challenges and improve student outcomes.
