The Maldives is set to launch the second version of its government e-letter management system, (GEMS) 2.0, in March, Maldives Digital Services announced.
Designed as a fully paperless platform, the upgraded system aims to streamline administrative processes across all government offices, eliminating the need for physical documentation and reducing operational costs.
First introduced in 2012, the original GEMS system has undergone several revisions but faced persistent challenges in efficiency and accessibility. As part of the government’s transformative Maldives 2.0 digitisation policy, the new system will now be accessible globally, not just within government networks, thanks to enhanced cloud integration. Key new features include digital signatures, case management, mail tracking, and a public document submission module.
According to Dr Mohamed Kinanath, Minister of State for Homeland Security and Technology, the upgrade marks a major leap toward modern, efficient governance.
Shazra Mohamed Saeed, Project Manager at Maldives Digital Services, highlighted that the system will manage all administrative tasks, far beyond the document storage capabilities of the previous version.
To ensure a smooth transition, over 960 government agencies are currently undergoing training, with implementation rolling out in phases to replace legacy applications gradually.
