Kuwait has introduced one of the region’s toughest crackdowns on energy drinks, imposing wide‑ranging restrictions on sales, advertising and consumption under a ministerial decision issued in late December.
The decision, announced by Health Minister Dr. Ahmed Abdulwahab Al Awadhi, was reported on December 24–26 by multiple Gulf outlets.
Under the new rules, energy drinks can no longer be sold in restaurants, cafés, grocery stores, food trucks, vending machines, government offices, schools, universities or any public or private educational institution. Sales through online delivery platforms have also been banned, effectively ending home delivery of the products.
According to the decree, energy drinks may now be sold only through cooperative societies and parallel markets, and even then only in designated areas under strict monitoring by authorities.
The new regulations also introduce Kuwait’s first age‑based controls on the drinks:
Sales restricted to people aged 18 and above
Maximum of two cans per person per day
Caffeine content capped at 80 mg per 250 ml per can
Producers and importers must also place prominent health warnings on all packaging.
In one of the most far‑reaching elements of the decision, Kuwait has imposed a total ban on all commercial advertising, promotions and sponsorships linked to energy drinks, including sports sponsorships and marketing campaigns.
Why Kuwait imposed the ban
The Health Ministry said the move aims to address growing public health concerns related to excessive caffeine intake, especially among young people. Officials cited rising consumption patterns and the need to curb health risks associated with high‑caffeine beverages.
The ministry also noted that unrestricted availability, including in schools, restaurants and delivery apps, made it difficult to control consumption among minors.
With the combination of sales bans, age limits, consumption caps, caffeine limits, mandatory warnings, and a total advertising ban, Kuwait’s new framework is considered one of the most comprehensive energy‑drink regulations in the Gulf.
