The Ministry of Finance and the OPEC Fund for International Development have signed a new Country Partnership Framework to enhance cooperation in key development areas, with a strong focus on climate resilience and sustainable infrastructure.
Finance Minister Moosa Zameer signed the framework on Tuesday at the OPEC Fund headquarters in Vienna, Austria, during his official visit.
According to the ministry, the framework aligns the OPEC Fund’s financing and technical support with the Maldives’ national development priorities. Special emphasis will be placed on addressing climate change, expanding sustainable and island‑based public infrastructure, promoting renewable energy, and strengthening long‑term fiscal stability.
The ministry said the framework aims to accelerate rural infrastructure development, improve regional development equity and support long‑term economic growth.
Minister Zameer said the agreement will help the government expand infrastructure in outer islands, improve connectivity, enhance service delivery and create economic opportunities at the community level.

“As a developing small island nation, we face climate change and various external challenges. Partnerships such as this are essential to secure long‑term, affordable financing for critical projects like ports, transport links, water and sanitation systems, and renewable energy,” he said.
He added that such investments will boost economic activity, strengthen resilience and improve the quality of life for Maldivians.
Zameer also noted the OPEC Fund’s long‑standing support to the Maldives, highlighting its contributions to water and sanitation, transport, health, education and fisheries since the partnership began in 1977.
During the visit, discussions were also held on macroeconomic developments, climate financing needs and opportunities to deepen cooperation. The OPEC Fund reaffirmed its commitment to supporting Small Island Developing States through initiatives such as the SIDS Initiative and the Green‑Blue Connect programme.
The ministry said the new framework will guide future collaboration and support the Maldives’ efforts to build a more resilient, inclusive and sustainable economy.
