The Male’ City Council, which holds a clear majority from the ruling Progressive National Congress (PNC), was unable to convene its scheduled session on Wednesday due to insufficient quorum.
Mayor Adam Azim confirmed that nine councilors were present, seven physically and two online, falling short of the required quorum of ten. As a result, the meeting was adjourned.
This marks yet another disruption in council proceedings, with multiple sessions stalled in recent weeks due to the same issue. Galolhu North Councilor Mohamed Saif Fathih, who attended Wednesday’s session, voiced concern over the repeated delays.
Saif noted that since November 24, several pressing issues have remained unaddressed, including complaints about uncollected cat feces during routine garbage collection, the lack of cat care services from the Agriculture Ministry, and persistent problems with WAMCO’s waste management, such as leaking garbage trucks, neglected dirty areas, and large waste left on roadsides.

He also highlighted that the council has failed to reach quorum since these issues were proposed for discussion.
The quorum problem has previously stalled debate on other significant matters, including the controversial lease of high-value city land. According to the council’s November register, 157 plots in Male’ and Villimale’ have been leased, along with 363 market stalls and 424 municipal units. Allegations of irregular land allocation have surfaced, prompting calls to cancel contracts awarded during former Mayor Mohamed Muizzu’s tenure, a motion jointly proposed by Saif and Galolhu West Councilor Mariyam Nazima Faiz.
Additionally, the council has failed to deliberate on the re-awarding of the fish market contract, which was placed on the agenda three times without supporting documentation. Each attempt was thwarted by lack of quorum.
