Capital Marine and Civil Construction (CMCC) has announced that dredging works for Hulhumale' Phase III and Giraavaru lagoon will be completed within the next three months.
The third phase of Hulhumale's housing development resumed last month after delays caused by revisions to the project’s master plan. CMCC said despite structural changes, the works will now proceed without obstacles to meet contractual obligations.
According to the company, dredging of Hulhumale' Phase III is currently underway and will be completed in the coming months. Once finished, dredgers will move to Giraavaru lagoon, where reclamation is also expected to conclude within the same timeframe.
President Dr. Mohamed Muizzu announced on November 25 that an additional dredger had been mobilized to accelerate the reclamation, with 63 hectares of land targeted. Of this, 24 hectares were reclaimed under the previous administration, leaving 38 hectares to be completed.

CMCC emphasized its commitment to fulfilling promises as a responsible project company, thanking the government, stakeholders, partners, and the Maldivian public for their cooperation.
The project was first launched in September 2023 under former President Ibrahim Mohamed Solih’s government. The Construction Ministry previously confirmed delays were due to revisions in Hulhumale's master plan.
CMCC, registered in 2014, is led by British‑Sri Lankan businessman Sivarajah Manivannan, widely known as Raju, who has been a long‑standing partner in Maldives’ development projects since the Maumoon administration. His company’s first reclamation project was Villifushi in Thaa Atoll, one of the islands worst affected by the 2004 tsunami.

Since then, CMCC has completed more than a dozen reclamation projects across the country, including Villingili, Thulhaadhoo, Eydhafushi, Meedhoo, Dhidhdhoo, Kulhudhuffushi, and Hinnavaru. The company also carried out the first phase of the Rasmale project and was consulted by the government in 2006–2007 on relocating port and fuel operations to Gulhifalhu.
CMCC highlighted that its reclamation projects are undertaken without loans, relying instead on partnerships and stakeholder support. Under Raju’s leadership, the company has participated in major projects across successive governments and pledged to continue supporting national development with confidence and trust.
