Finance Ministry: Full salary increment will be received starting from December

Finance Ministry states civil servants whose salaries were increased as part of the government’s pay harmonization program will begin receiving the full increment with their December salary.
The salaries of over 20,000 civil servants, including administrative staff in the judiciary and councils, were increased under the government’s pay harmonization policy on November 1st. 
However, some civil servants have raised concerns, citing that the changes under pay harmonization have decreased their salaries. This includes judiciary employees.
Amidst these concerns, Finance Ministry released a statement on Monday, in which the Ministry underscored that civil servants’ salaries and allowances are calculated from the 16th of the previous month to the 15th of the current month.
As such, the Ministry said civil servants whose salaries were increased on November 1st will begin receiving the full increment with their December salary as the next salary they will receive will be calculated from October 16th to November 15th.
The Ministry clarified that salaries and allowances for the period from October 16 to October 31 will be calculated using the old rates, prior to the pay-harmonization increase. Meanwhile, earnings from November 1 to November 15 will be calculated using the new, harmonized rates.
The Ministry further noted that, in cases where an employee’s salary is reduced due to the transition to the new pay framework, the shortfall will be offset through a migration allowance introduced by the National Pay Commission for the purpose.
 
According to Finance Ministry, the salary and allowance structure outlined in the National Pay Framework was introduced to fix a system that had permitted excessive overtime payments and to encourage full use of regular office hours. The framework also aims to promote a healthy work–life balance while raising civil servants’ salaries.
