Minister Justifies Revisions to Binveriya Scheme Plot Agreements as Legal Compliance Measure

Minister of Construction and Infrastructure Dr. Abdullah Muththalib has stated that the recent revisions made to the Binveriya Scheme plot agreements are intended to ensure that all state-issued agreements comply with current legal requirements.
In a public statement responding to public discourse surrounding the changes, Minister Muththalib emphasized that the amendments are based on provisions outlined in Article 11 of the Land Act. According to the Act, residential crown land may only be allocated to Maldivian citizens who do not already own crown land, private land, or an apartment.
The law also stipulates that a residential plot must not exceed 4,000 square feet, and no individual may be granted more than one residential plot on the same island. These legal parameters were established after the initial allocation of plots under the Binveriya Scheme.
Minister Muththalib noted that due to updates to the Gulhifalhu Land Use Plan, the government has commenced issuing new land registrations and agreements for those awarded plots under the Binveriya Scheme. Existing agreements and registrations will be invalidated and replaced after new lot locations are determined through a fresh draw process.
