Housing Development Corporation (HDC) has awarded the development of several roads in Hulhumale’ to a Chinese company for MVR 91.8 million.
HDC executed an agreement with China’s Rotime Engineering and Technology for the development of several roads in Hulhumale’ on December 3rd.
The agreement was signed by HDC’s Managing Director Ali Zuhair and Rotime’s Managing Director Zhou Weidong.
Although HDC did not reveal many details about the project at the time, the Corporation said in a statement on Friday that the project had been awarded in place of the “temporary workers’ accommodation in Hulhumalé” development granted to the company on October 2, 2022.

In this regard, HDC explained that the company was contracted to develop the accommodation block due to the construction of an international sports stadium at the time—a project that has now been halted following revisions to the Hulhumalé masterplan. The Corporation added that the road development project was awarded as part of a settlement agreement.
Under this project, Rotime will develop 19,001 square meters of asphalt roads up to modern standards, including five roads in Phase I and the road near Vinares flats in Phase II.
In addition to this, Rotime will also repair 8,012 square meters of roads in both Phase I and Phase II, which have been damaged.
Work will initially be carried out in Phase I, and upon its completion, will proceed to Phase II.
According to HDC, the project was awarded for MVR 91.8 million, including Goods and Services Tax. Fifty percent of the cost will be allocated during the first year in a manner that avoids disrupting cash flow, while the remaining fifty percent will be paid from 2027 over the following six years.
