MIRA seeks prosecution of two COVID-era PCR providers over tax fraud

The Maldives Inland Revenue Authority (MIRA) has requested the Prosecutor General’s Office to file charges against two companies that provided extensive PCR testing services during the COVID-19 pandemic, citing serious tax fraud.
The companies, Pioneer Maldives Pvt Ltd and Island Health Solutions Pvt Ltd, are accused of underreporting taxable income and submitting misleading financial statements for the tax years 2020, 2021, and 2022.
According to MIRA, both companies failed to declare full income from PCR testing services, including those provided to tourist facilities and the public. Island Health Solutions also operated the Pearl Medical Center clinic during the same period, but did not report all income from its services.
MIRA said the companies deducted invalid amounts under “cost of sales” and administrative expenses in their financial statements, with the intent of reducing tax liability.

The authority has ordered Island Health Solutions to pay an additional MVR 4.3 million in taxes, while Pioneer Maldives has been ordered to pay MVR 23.7 million.
In addition to the companies, MIRA has requested charges against Dr. Ikleel Shareef and Dr. Ali Abdulla Latheef, directors of Island Health Solutions, and Ali Fayaz, who prepared the financial statements and tax returns for both companies. Fayaz is accused of knowingly submitting false information.
MIRA stated that knowingly evading taxes or assisting in such acts is a criminal offence under Article 64 of the Tax Administration Act. The authority reaffirmed its commitment to enforcing its Tax Crime Mitigation Strategy and urged the public to report suspected tax offences via the MIRA 918 Complaint Form on its website.
