Member of Parliament for Kendhoo Constituency Ali Hussain has called on all MP’s to consult with the President on the bills prior to submitting the bills to the Parliament.
He made the statement expressing his concerns regarding the second amendment to the Clemency Act. Ali Hussain said that the Clemency Act was passed the way it was submitted by the Government. He also said that the second amendment to the Act was sent back to the parliament for additional review.
Ali Hussain stated that the entire Act was designed, drafted and passed from the Committee stages under the direct dictate of the ruling party MPs. He added that entire act was passed without any changes brought to it.
Ali Hussain said that bills were passed from the parliament after significant deliberations and analysis, both within the committees and in the parliament floor. He added that State coffers spent a huge amount on every Act.
“I believe that the Government had spent many hours on drafting and submitting the bill. However, when the President resends the bill it is a sign that most of the bills submitted by the ruling MPs are not discussed with the President. This is a grave issue,” he said.
He added that the President had to be in full knowledge, processes, aims and results of such bills. Ali Hussain said that if the bills were going through the parliamentary process without full knowledge of the President reflects poorly on the Government. He urged MPs to address, rectify the issue and pushed for Government sponsored bills to be endorsed by the President prior to submission to the Parliament.
