Saudi Arabia Enforces New Entry Regulations for Makkah Ahead of Hajj 1446

In a move to bolster security and ensure smooth operations during the upcoming Hajj season, Saudi Arabia’s Public Security Directorate has announced strict new entry regulations for Makkah, effective April 23, 2025 (25 Shawwal 1446).
Under the new policy, residents and workers must obtain official entry permits to access Makkah during Hajj 1446. Individuals without valid permits—such as work passes for the holy sites, residence permits for Makkah, or approved Hajj permits—will be denied entry and redirected at security checkpoints.
The regulations aim to control congestion, improve safety, and streamline the pilgrimage experience for millions of Muslims. Digital platforms such as Absher, Muqeem, and the unified Hajj permit system Tasreeh will handle permit applications, making the process more efficient while maintaining security.
