Anti-Corruption Commission (ACC) President Adam Shamil on Tuesday warned that corruption is undermining the Maldives’ Public Sector Investment Program (PSIP) projects.
Speaking at the 11th Conference of States Parties to the United Nations Convention against Corruption (UNCAC) (COSP11), Shamil stressed: “Fighting corruption is a vital interest of small island nations.”
He outlined Maldives’ ongoing efforts against corruption, noting that an asset recovery bill has been submitted to parliament. He linked the national anti-corruption strategy with the country’s long-term development agenda and the government’s digital transformation vision “Maldives 2.0.”
Shamil also highlighted the Saudi-Maldives International Forum on Integrity, and said the upcoming OIC Ministerial Meeting has prepared high-level guidelines to strengthen integrity in the tourism sector.
Acknowledging challenges in the ACC’s administrative work, Shamil introduced new technology-driven solutions:
Kaathibu, an AI-powered transcription system
Libeege, an automated case update platform designed to speed up investigations and improve accountability

He cautioned that in today’s digital age, cryptocurrency and AI are being misused to conceal corruption, and called for high-tech solutions tailored for small island nations. He urged bridging the digital divide by sharing forensic innovations with vulnerable states.
Marking International Anti-Corruption Day, Shamil revealed that the ACC has identified over MVR 1.61 billion to be recovered from various agencies in cases decided since 2009. Relevant authorities have been directed to recover the funds.
The ACC has also expanded its initiatives through social audit programs, the establishment of the Maldives National Anti-Corruption Academy (MNACA), and the creation of an independent anti-corruption trust fund in 2023.
