President Dr Mohamed Muizzu has ratified the Organ Transplant Bill.
The Bill was first passed by the 20th People’s Majlis on 14 May 2026, during the 19th sitting of its first session, and submitted to the President for ratification. On 31 May 2026, the President returned the Bill to the Majlis for reconsideration. Following further amendments by the Committee on Social Affairs at its 13th meeting on 1 July 2026, the Bill was passed again at the 14th sitting of the Majlis’s second session on 14 July 2026.
The Act establishes the legal framework for the safe and high-quality provision of human organ transplant services in the Maldives. It sets out the procedures governing organ transplantation and defines the rights and responsibilities of donors, recipients, and service providers.
The Act also establishes a new regulatory framework comprising two bodies: the Organ Transplant Council, established by the President to formulate national policy on organ transplantation, and the Organ Transplant Authorisation Committee, responsible for reviewing and approving individual transplant applications.
In addition, the Act prescribes the procedures and standards for organ transplantation and provides for offences and penalties relating to transplants carried out in contravention of the law.
The Act will come into force 180 days after its ratification by the President and publication in the Government Gazette.
