President Dr Mohamed Muizzu has dissolved the Special Presidential Commission established to investigate the incident that occurred in Male’ on 18 April, 2025, in which a Maldivian youth fell off a building in the capital.
The decision was formalised on Sunday through a Presidential Decree issued under Section 22 of the Presidential Commissions Act.
The Commission was formed on 27 April, 2025, under the discretion granted to the President by Article 115(o) of the Constitution of the Maldives. It was tasked with conducting a fair, independent, and credible investigation into the incident involving a Maldivian youth, Hawwa Yumnu found collapsed on the rooftop of a building in Male’ on 18 April 18. Its mandate included establishing the facts surrounding the incident.
The five member Commission conducted a thorough investigation by questioning all involved, establishing the facts and reviewing the actions of relevant institutions. The Commission's final report was made public on 17 June, 2025. Following its publication, President Dr Muizzu instructed the Ministry of Homeland Security and Technology and the Ministry of Health to take appropriate action based on the report's recommendations.
In the commission's report, it was pointed out that Yumnu and Raudh Ahmed Zilal, the next individual involved in the case, entered a residential building named Fentanoy in Henveiru, on their own volition. It noted that there was no attempt to remove any CCTV footage from the night of the incident, and confirmed that there were no alterations to the footage.
Police analysis and statements of those who were with the duo before the incident showed that Yumnu and Raudh were intoxicated on the night of the incident. They also became intoxicated on their own volition.
The Commission's report also said that Raudh did not recall any events regarding the incident. However, he has to be held accountable for his actions during his state of intoxication, the report noted, and said there was negligence on Raudh’s part which led to Yumn’s eventual fall from the building.
The commission's investigation also reviewed the actions of the relevant state institutions in handling the case. It found that the procedures were followed in transporting Yumn to the hospital and proving medical treatment. However, the Presidential Commission's report identified several areas for improvement in the investigation process.
