The People’s Majlis has passed the Maldives Media and Broadcasting Regulation Bill, incorporating 14 key amendments proposed by the Government to address the concerns raised by journalists, media outlets, and civil society organisations.
The bill, initially submitted by Thulhaadhoo MP Abdul Hannan Aboobakuru, was approved on 16 September 2025 with 60 votes in favour and one against. Amendments from Funadhoo MP Mohamed Mamdhooh were also adopted, following extensive deliberations.
Among the Government’s revisions, the bill now ensures greater press freedom while reinforcing ethical journalism and curbing anti-Islamic, immoral, and fascist content. Notably, the President’s role in appointing or removing commission members has been removed, strengthening the independence of the regulatory body.
Key changes include:
- Clear ethical guidelines for media (Art. 28 & 39)
- Fair dismissal procedures for commission members (Art. 21)
- Abolishing punitive action against individual journalists (repeal of Sec. 67)
- Public interest disclosure standards (Art. 42)
- Annual mandatory budget for the commission
- Stricter definition of electronic media
The Counsel General confirmed the revised bill’s alignment with the Constitution and fundamental rights. Government officials noted the bill seeks to strike a balance between press freedom and accountability, aiming to tackle misinformation while protecting media independence.
