Maldives Hosts IMCTC’s “Building the Capacity of Imams and Preachers” Program

The training program titled “Building the Capacity of Imams and Preachers” was launched today, Monday, in the capital city of Malé. Organized by the Islamic Military Counter Terrorism Coalition (IMCTC) under its strategic initiative “Wasata”, the program brings together a select group of imams, preachers, and orators from across the Maldives.
The launch ceremony was held in the presence of H.E. Dr. Mohammed Shaheem Ali Saeed, Minister of Islamic Affairs of the Maldives; H.E. Mr. Abdulla Rafiu, Minister of Sports; and H.E. Maj. Gen. Mohammed bin Saeed Al-Moghedi, Secretary-General of the Islamic Military Counter Terrorism Coalition (IMCTC).
H.E. the Minister of Islamic Affairs emphasized that the training program, organized by IMCTC in cooperation with the National Counter Terrorism Centre of the Republic of Maldives (NCTC), represents a vital initiative to provide accurate information about terrorism and extremism. H.E. noted that terrorism is an ideological disease with no religion, and that the cure lies in offering correct knowledge and information based on the principles of Islam.
H.E. the Minister of Islamic Affairs expressed his gratitude to the Kingdom of Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and HRH Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud, for their efforts in protecting the Islamic Ummah from terrorism, extremism, and ideological manipulation. He noted that the Kingdom of Saudi Arabia has extensive experience and expertise from which the Maldives and other nations can greatly benefit in combating against terrorism.
H.E. the Minster added: “Addressing this huge challenge begins with acquiring knowledge from trusted and credible sources. Thanks to the measures taken by the Kingdom of Saudi Arabia in countering terrorism and extremism, it has become a model for other nations to follow. The Republic of Maldives also continues its efforts to counter terrorism and extremism under the leadership of H.E. President Dr. Mohamed Muizzu. I strongly believe that Saudi Arabia and the Maldives, working together, are well positioned to achieve significant accomplishments in this field.”
H.E. The Secretary-General of IMCTC affirmed that the Coalition was established with a clear vision aimed at coordinating international efforts and unifying ranks to strengthen intellectual, media, financial, and military capabilities in countering terrorism. It implements a range of initiatives focused on capacity building and training professionals to enhance the preparedness of entities involved in counterterrorism efforts.
H.E. added: “This training program reflects the understanding among planners that countering terrorism is not limited to military means alone. It encompasses various dimensions, including countering extremist ideologies with sound thought and compelling argument—especially since distorted and misleading ideas often pave the way toward radicalization and violent behavior.” He emphasized that enhancing cooperation among countries and relevant institutions, intensifying efforts to develop mechanisms for monitoring and tracking terrorist group tactics, exchanging information, and strengthening capabilities, all contribute to fostering a safer and more stable environment.
The Secretary-General further noted that this initiative is part of IMCTC’s broader strategic framework, which includes 15 key initiatives across its four core domains: ideological, media, counter terrorist financing, and military. Through these efforts, the Coalition plans to deliver 90 training programs and 20 awareness and knowledge-based initiatives across its member states, all aimed at building stronger capabilities in the fight against terrorism.
The five-day program includes a series of lectures and workshops focused on the propaganda methods used by extremist groups, the fundamentals of impactful public speaking, communication skills, and the concepts of moderation and balance. It also provides a platform for sharing successful preaching experiences.
This program comes as part of IMCTC’s ongoing efforts with member states to counter terrorism through a comprehensive strategy that integrates both ideological and security dimensions. These efforts include a range of initiatives aimed at raising awareness of countering terrorism financing and money laundering, as well as equipping preachers with modern tools and methods to confront extremist ideologies.
