Housing Minister Dr Abdullah Muthalib said on Sunday that the government will take decisive action to stop the leasing of social housing flats, including amending existing laws if necessary.
The statement comes amid rising public concern over the commercial rental of Hiyaa, Vinares, and Gedhoruveriyaa flats, some advertised for MVR 20,000 to MVR 25,000 per month.
Speaking at a press conference at the President’s Office, Muthalib said the Ministry of Housing, Housing Development Corporation (HDC), and Fahi Dhiriulhun Corporation (FDC) are working together to identify original tenants and address violations.
“These flats are meant for people with housing difficulties. They are not meant to generate income,” Muthalib said. “Even those who struggled to get flats are now renting them out. From the point of view of justice, that should not be done.”
Under current regulations, renting out social housing flats is prohibited, and violations may result in termination of the housing agreement and confiscation of the unit. However, enforcement remains weak, with limited monitoring of whether recipients actually reside in the flats.

The FDC confirmed to PSM on October 5 that 62 Gedhoruveriyaa flats had been handed over. Within a week, rental ads appeared on social media, offering those same units at high prices.
Muthalib also raised concerns about non-payment of rent, noting that governments build flats using public loans, expecting rental income to sustain repayment. He warned that such practices violate the rights of other citizens waiting for housing.
The minister revealed that some Hiyaa flats have been converted into labor quarters, further distorting the purpose of social housing. “How many people’s rights are being violated? How many are being hindered in the government’s efforts to provide housing?” he asked.
