The Maldives Civil Aviation Bill, which proposes replacing the existing 24 year old Civil Aviation Law and mandates the formation of an independent air accidents investigation agency, has been opened for public consultation.
The bill, currently under review by the Parliament’s National Development and Heritage Committee, aims to modernize the country's civil aviation framework and align it with international aviation safety and security standards. Public comments on the bill are being accepted until 12:00 PM on June 1st.

The bill was submitted by Hulhumalé Central MP Abdulla Shaheem on behalf of the government. It is designed to overhaul the Civil Aviation Act of 2001 by introducing comprehensive changes that support regulatory effectiveness and international compliance.
One of the most notable components of the proposed legislation is the establishment of the Maldives Air Accidents Investigation Agency, an independent body tasked with investigating aviation accidents and serious incidents. This agency will operate under the ministry responsible for civil aviation but maintain operational independence in its investigative functions.
The proposed reforms reflect growing demands for stronger aviation oversight, especially as air traffic and related infrastructure expand across the Maldives.
